Honest answer: it depends.

Depends mostly on what caster you're using, but also on list etc. Part of the struggle to adjust from 40k is that the game doesn't breakdown quite so simplistically.

What Mike said. If close combat was superior to shooting, then shooting wouldn't be in the game. Although I do say that some of the toughest lists I have gone up against have been shooting lists, but there are close combat lists just as good. Again, it mainly has to do with the caster. eCaine isn't exactly a close combat caster, while Amon would make a terrible shooting caster.
